14:30-15:15 Leaders' Panel
Bled Festival Hall
The collective fate of Europe in a rapidly changing world is at risk. If the EU and its member states want to stay relevant to their populations, a radically new approach and higher ambition are required. To impose itself as a global, sustainable and responsible geopolitical force, the European Union must shift its mindset while also improving decision-making and execution capabilities.

16:30-18:00 Global Turmoil: Seeking Stability Amidst Chaos
Bled Festival Hall
The international community is unable or unwilling to break the cycles of competition, insecurity and consequential antagonism, which sometimes lead to instability, violence or even conflict. Issues such as climate change, global health, addressing poverty and inequalities, ensuring food and water security, respecting human rights, navigating emerging technologies and adhering to fundamental rights and freedoms are being overtaken by the struggle for power and particular interests that hinder our potential for just and inclusive development. Realpolitik and sabre-rattling are once again winning – bilateral and regional alliances, which are driven by competitiveness, partial interests, hedging and confrontation, are replacing multilateralism and global cooperation with narrow plurilateralism.

10:00-11:30 Decrypting Ransomware: Challenges in Preventing Cryptocurrency Cashouts
Rikli Balance Hotel, Arnold Hall
The rise of cryptocurrencies, driven by blockchain technology, has introduced both mainstream adoption and regulatory challenges. Despite transparency in currencies like Bitcoin, anonymous cryptocurrencies (e.g. Monero) facilitate illicit activities, prompting regulatory and law enforcement scrutiny. This event aims to address the complex balance between cryptocurrency privacy and regulation, exploring solutions for ransomware, tracking illicit transactions, and international cooperation in legal frameworks.
16:15-17:45 Navigating the Global Flux: Disruptions and Prospects in Trade, Economy, and Industry Dynamics
Rikli Balance Hotel, Arnold Hall
In a world marked by geopolitical tumult, the current discourse on global and regional trade, economy, industry and raw materials is undergoing seismic shifts. As we assemble to deliberate on the present intricacies and potential futures in this fragmented and polarised environment, an array of challenges and opportunities come to the fore. When the world is struggling with environmental challenges, there is also great geoeconomic competition between regions and countries with far reaching implications.
Additionally, the European Union is grappling with concerns about leadership in the face of its perceived struggle and the challenge of securing critical raw materials for a sustainable transition. Established trade patterns are fragmenting, raising questions about the impact on the multilateral system, and businesses must navigate a complex landscape shaped by protectionist policies. Furthermore, overshadowed by war conflicts, logistics disruptions and rising costs, the landscape of global production is undergoing profound changes.
18:00-19:15 Enabling Technologies and the Future of Economy
Rikli Balance Hotel, Arnold Hall
Our current era is undergoing a multifaceted transformation, driven prominently by technological innovation. Within this landscape, Generative AI stands out with its remarkable abilities to create, analyse and innovate, marking a paradigm shift that is reshaping various industries from healthcare to entertainment and beyond. As the capabilities of AI continue to progress, propelling further innovation, it is concurrently revolutionising economies and societies worldwide at an accelerated pace. Amidst the economic promise and opportunities presented by AI, a profound social responsibility emerges.
In this dynamic panel discussion, we delve into the transformative impact of enabling technologies on the future of our economy. We aim to explore the intricate relationship between Artificial Intelligence (AI) and other groundbreaking technologies such as 5G, quantum computing and biotechnology. Our focus is on understanding how these technologies will shape trade, industries, economies and societies, posing both challenges and opportunities.

9:00-10:15 Summit of the Future: What kind of future can it deliver?
Rikli Balance Hotel, Arnold I Hall
In a world fraught with peril, marked by poverty, inequality, armed conflict, displacement, environmental degradation, climate change, pandemics, and devastating aftermaths of natural disasters, it is becoming increasingly evident that no nation can navigate these challenges alone. The five pillars of the Sustainable Development Goals (SDGs) – “people, planet, prosperity, peace, and partnership” – are at risk and the multilateral system no longer seems fit for purpose. The Summit of the Future thus comes at a crucial time when realigning global priorities through effective and comprehensive multilateral actions embedded in an inclusive, just and proactive global governance, the commitment of all member states and reform of the global financial architecture are needed more than ever.
10:30-11:45 The Fading Pax Americana
Rikli Balance Hotel, Arnold I Hall
The 2024 US presidential election represents a pivotal moment with far-reaching implications for global dynamics. As the United States remains a key player in international affairs, the outcome of this election will undoubtedly shape the course of global developments and politics. Understanding the potential consequences is crucial for nations worldwide.
12:00-13:15 Post-Election EU - Acting or Sleepwalking?
Rikli Balance Hotel, Arnold I Hall
The European Parliament elections will have important implications for Europe, its future policies and its role on the world stage. Externally, Europe faces evolving geopolitical landscapes in which it will have to confront pressing global issues such as climate change and economic and security instability.
While the majority of the population understand the need to adapt to these new challenges, this adaptation nevertheless leads to an increasingly polarised environment, in which it seems impossible to compromise on our common future.
14:45-16:00 NATO beyond 75: An Alliance Fit for the Future
Rikli Balance Hotel, Arnold I Hall
Since the fall of the Berlin Wall 35 years ago, NATO has doubled its members from 16 to 32. As the Alliance reflects on its successful enlargements and track record of deterrence, while celebrating its 75th anniversary, it is also looking ahead towards future threats and challenges. What role will NATO play in responding to immediate threats to European security, how can it build long term capabilities, and will NATO become more active in the Indo-Pacific to have an edge in the new global security environment? NATO’s vision for the future is of paramount importance in understanding the future of the European security architecture and how the Alliance will maintain its relevance.
16:05-16:50 Europe Whole and Free: A Renewed Commitment to European Security
Rikli Balance Hotel, Arnold I Hall
The enlargement process, which started in Thessaloniki more than 20 years ago, is entering into a decisive phase. The strategic patience of the EU was replaced by geostrategic decisions and political will to finally consolidate European continent.
The EU needs to transform in order to enlarge, candidate countries need to transform in order to join it. That is easier said than done. In an era of great transformation, it is a considerable challenge to maintain focus, and issues and challenges are getting tougher and more complex. In this kind of fast changing geopolitical environment the political will to enlarge can easily be lost, especially if there is no clear target date and benchmarks in order to arrive there.
16:55-17:40 Europe Whole and Free: Enlargement as a Strategic Reconciliation project

9:00-10:15 Reconciliation: Learning from the Past to Build a More Just Future
Rikli Balance Hotel, Arnold II Hall
War spurs war. Around half of all armed conflicts re-emerge within a ten-year period. Reconciliation is a peace-building process and a method to prevent further conflict. In parallel, democratic processes and structures need to be established to support this process and secure a peaceful future. Justice is a prerequisite for lasting peace and to achieving meaningful reconciliation.
10:30-11:45 India Rising: What Kind of a Great Power can India Be
Rikli Balance Hotel, Arnold II Hall
In a world filled with divisions and fragmentation, India presents a unique international relations vision that draws strength from its democratic credentials and diverse society and prioritises cooperation over competition. Unlike the established great powers of the past, India aspires to be a responsible global actor, playing a leading role in addressing pressing global challenges such as climate change, debt crises and food security. India has also advocated reform of the post-World War II multilateral institutions, seeking to align them with the contemporary balance of power and the rise of the Global South. India has positioned itself as a provider of global public goods through initiatives such as the International Solar Alliance and the digital public infrastructure. As a “bridge between the antagonists”, India can play a constructive role in contributing positively to global peace, prosperity and sustainable development.
12:00-13:15 Peace and Prosperity in the Indo-Pacific and the World
Rikli Balance Hotel, Arnold II Hall
The Indo-Pacific region is a microcosm of global politics today. The Korean Peninsula, the Taiwan Straits, and the South China Seas all represent potential flashpoints that may severely harm regional and global peace. Furthermore, instability and conflict in any of these areas pose a significant threat to the economy both within the region and beyond. Meanwhile, the repercussions of climate change affect the livelihood and safety of many nations and communities in the Indo-Pacific, both due to rising sea levels and changes to the maritime environment. It is also an economically and technologically dynamic region that lies at the heart of global supply chains for pivotal industries such as semiconductors. And with its massive material and non-material presence, the region’s efforts to combat climate change will deeply impact the future sustainability of the global environment.
14:45-16:00 Preparing for Unknown Futures
Rikli Balance Hotel, Arnold II Hall
Do you ever feel that your future seems like water or sand disappearing between your fingers, impossible to catch control? The world of emerging technologies, massive (dis)information pressure and changing needs for human cognitive input leave us confused, even helpless. As the only solution seems to be embracing the parallel futures, people need to be properly empowered to make the right decisions.
16:15-17:30 Putin's Long War and Parallel Realities in Russia's Domestic Affairs: In-Between Chaos and Stability
Rikli Balance Hotel, Arnold II Hall
As we enter the third year of the war in Ukraine, it becomes increasingly evident that Putin is gearing up for a long war. Notably, last year witnessed a comprehensive policy shift towards a ‘war economy’ with nearly 10% of GDP directed to the military-defence complex in 2024. Until now, the Russian economy has managed to withstand the unprecedented sanctions imposed by the West. Despite the embargo and price cap restrictions, oil revenues continue to replenish public accounts, enabling social stability. Nevertheless, discernible indicators hint at numerous challenges confronting the entire Kremlin power structure. While the Wagner case may have faded from public memory, the question remains: when might we expect new similar developments?

9:00-10:15 Strategic Green? Accelerating the Energy Transition to Strengthen Strategic Autonomy and Resilience
Rikli Balance Hotel, Zrak Hall
Five years since the launch of the EU Green Deal, the foreign & security implications of carbon reduction and the energy transition are no longer an assumption. It has indeed become clear that energy independence and carbon neutrality are not only closely intertwined but also come out as crucial drivers of long-term economic resilience and security.
That is, of course, true for the EU, but also for its neighbourhood and emerging economies with booming demographics in Africa. Better integration of climate and security policies should be a toppriority of the new EU Commission and also be clearly reflected in the bloc’s international development and cooperation agenda. But that would also mean paying closer attention to the economic needs and security concerns of partners, in Africa in particular.

12:00-13:15 Sustaining Peace in a Fragmented World: Promoting Peace-Responsive Health Interventions
Rikli Balance Hotel, Zrak Hall
Seventy per cent of humanitarian aid and 80% of disease outbreaks managed by WHO occur in fragile and conflict-affected settings. Conflicts strongly impact mental health and weaken healthcare systems. Women are particularly affected. Slovenia’s UNSC membership offers an opportunity to promote the integration of Health and Peace in conflict situations and reconstruction, and promote the role of women in advancing peace.
14:45-16:00 Neither Human nor Rights? A Discussion on Human Rights in a World of Turmoil
Rikli Balance Hotel, Zrak Hall
Human rights are currently being violated in many parts of the world. In some prominent cases, powerful actors such as the USA and the EU are being accused of hypocrisy and double standards. At the same time, liberal democracies are going through an unprecedented crisis, where the very citizens of these countries are questioning the democratic institutions and rights their grandparents fought for.
16:15-17:30 Feeding the Future: Ensuring Food Security in Times of Climate Crisis
Rikli Balance Hotel, Zrak Hall
Rising temperatures, erratic weather patterns and environmental degradation intensify the vulnerability of global food systems, jeopardising the livelihoods of millions. Climate change threatens crop yields, disrupts supply chains and exacerbates food insecurity, necessitating urgent action to safeguard food production and distribution systems.

9:00-10:15 Strengthening Democracy in the Digital Age: Strategies for Resilience and Protection
Rikli Balance Hotel: Sonce Hall
In today’s rapidly evolving digital landscape, the health of our democratic society is under unprecedented threat. Productive information exchange, the lifeblood of the democratic process, is increasingly at risk from the pervasive spread of disinformation . The fragility of our democracies may not stem solely from digital technologies themselves, but from our collective struggle to adapt to the new realities they bring. From the printing press to television, each technological leap has spurred significant social and political change, demanding our shared responsibility to bolster democratic resilience. The digital revolution is no different, presenting both extraordinary opportunities and profound challenges.
10:30-11:45 Private Contributions to Cyber Operations: An International Law Perspective
Rikli Balance Hotel, Sonce Hall
The prominence of private actors – individuals, groups and corporations – in the conduct of cyber operations from the perspective of international law is growing. The proposed panel aims to explore the international law obligations binding states, groups and individuals in relation to private contributions to cyber operations in times of peace and armed conflict, and discuss the legal implications of such contributions for the protection of private actors and infrastructure from harm.
12:00-13:15 ``Living Library`` Session on Flight and Migration
Rikli Balance Hotel, Sonce Hall
The “living library” approach connects the audience with individuals directly affected by the topic through sharing personal stories. Personal meetings with different stakeholders of a debate lead to a comprehensive understanding of the subject, and help to overcome misconceptions and stereotypes. Speakers will share their personal stories at different tables at the same time. By listening to different individual accounts, the audience will appreciate that a debate never only has two “poles”, right or wrong, black or white, but that there are many layers and personal facets to it. “A world of different realities” is brought together in a single conference room.
The audience can freely choose which speaker they would like to listen to – each one is free to hear different personal accounts for as long as they would like to, before moving on to another table, where another person shares their story. The aim is to learn about, not to judge, individual perspectives, and accusations are misplaced. Of course, questions are very welcome to deepen the exchange between participants and speakers.
14:45-16:00 The Role of Security Actors in Conflicts Relating to Natural Resources and the Environment
Rikli Balance Hotel, Sonce Hall
Matters of non-traditional security and in particular conflicts relating to natural resources and the environment are (re-)emerging on the international agenda. While diplomatic and security actors are increasingly engaging in this space, the questions of when to engage, through which diplomatic and security means, and through which forms of cooperation with technical, humanitarian and development actors remain underexplored in mitigating conflicts over natural resources and the environment and in preventing the damaging effects on conflict on environment. Effective responses are challenged as a result, and targeting of natural resources increases.
16:15-17:30 Support for Peacekeeping in the Ever-Changing Environment: How can Governments Contribute to Improving Peacekeeping Performance
Rikli Balance Hotel, Sonce Hall
We are witnessing significant changes in peacekeeping, including the drawdown of two large UN missions and the growing role of regional organisations in peace operations. The discussions on whether we had reached the limits of peacekeeping have quieted down and states are reiterating their support for UN and regional peacekeeping efforts. Unfortunately, the same obstacles to peacekeeping are as present as ever and the panel will try to address approaches that bolster peacekeeping performance.

12:15-13:15 Young BSF Powered Discussion: Where to draw the line?
Grand Hotel Toplice, Lake Lounge
Bled Strategic Forum and other similar platforms pride themselves on nurturing an open space where people with significantly divergent views and interests can come together and engage in an honest and open discussion. Yet this core tenet was brought into question this year after some guests and partner organisations decided to boycott the forum in response to the organisers’ refusal to rescind the invitation to a guest whose affiliation and views the boycotters radically disagreed with. Citing grave human rights abuses they argued that there should exist limits in terms of who gets to access the platform and that it is the organisers’ job to impose those limits. While there exists little doubt that certain extreme positions should have no place in such forums, the practical question of where to draw the line is a perplexing one. Furthermore this dilemma provokes a wider critique that the realities portrayed at the forum stand in stark contrast to the reality on the ground, making platforms like Bled Strategic Forum look naively idealistic at best and hypocritical at worst.
